I am 17 and my parents have joint custody. One parent is allowing me to move out, the other isnt. Can i?

My mom (non-custodial parent) has allowed me to move out of my father's house (custodial parent). My father is in trouble with DCFS and such for medical neglect and abandonment and now he is pulling crap on me such as dead bolting the gates at the end of the driveway so i cant leave. Mom has allowed me to move out, but can i do that legally?
